The sites listing his wife as Anne Craighill don't seem to mention another marriage at all. And the only site I can find showing Sarah Butcher as Samuel's wife actually has her name as Sarah Butcher Owen, with her maiden name being Owen rather than Butcher:

The only sources I see for that are personal gedcom uploads.
So based on what I've been able to find, I feel more confident that Samuel's wife was Anne Craighill.
