Are people whose autosomal dna is the same as my autosomal dna are my blood relatives?

I'm not knowledgeable about DNA. It's worthless except to figure out who you are related to long ago in prehistoric times when people were cavemen and did not have names which they wrote down. For me relational paths are all about census records, birth certificates, marriage certificates, death notices, New York Times obituaries, and Facebook posts.

thank you Jonathan for always answering my questions and helping me, but I was completely confused in my tree and also with dna, I don’t understand why my tree was disconnected from the world tree, where a mistake was made. And I don’t understand who decided that it was attached incorrectly. I'm very upset.
